Humanitarian subsidy – Financial assistance for refugees from Ukraine

As a result of the war, many people may suddenly find themselves in a very difficult situation. They lose a stable income and are unable to cover even the most basic needs such as food, hygiene, and shelter. The Czech Republic strives to help people in such circumstances and has therefore introduced the humanitarian subsidy. In the following sections, you will learn who is eligible for this support, the amount provided, how to apply, and where to seek assistance if you need help with the paperwork. 

What is the humanitarian subsidy and who is it for? 

The humanitarian subsidy is financial assistance intended for Ukrainian citizens with temporary protection in the Czech Republic. It serves as a contribution towards basic living needs and housing expenses. When assessing eligibility, all income and any savings of the applicant are taken into account. For Ukrainian citizens with temporary protection, this allowance is the only benefit they can apply for in the Czech Republic. The amount is reduced if the applicant has any other income – all household income is deducted from the sum of the allowance and the recognised housing expenses. The allowance is not granted if the applicant’s account balance exceeds twice the amount of the allowance. 

For the first 150 days (approximately five months), the allowance is provided at the level of the subsistence minimum. 

After this period, the allowance is reduced to the existential minimum if the person is capable of working but is neither employed nor actively seeking employment. However, different conditions apply to individuals classified as vulnerable, and in some cases, they may be entitled to an increased allowance.

Why should I apply for the humanitarian subsidy? 

The humanitarian allowance is not charity; it is a safety net that enables you to survive the most challenging period with dignity and less stress. If you meet the conditions, do not hesitate to apply. Whether you contact the Labour Office directly or seek assistance from a Caritas expert, the important thing is not to face this alone. There is no shame in applying for the humanitarian subsidy.

How do I know if I am considered a vulnerable person?

You are considered vulnerable if you meet at least one of the following conditions: 

  • Children under 18 years
  • Persons studying in the Czech Republic aged 19–26
  • Persons caring for a child under 6 years
  • Pregnant women
  • Persons over 65 years
  • Persons with disabilities
  • Persons caring for someone with a disability 

How much can you receive?

The amount always depends on the specific case. The final amount is calculated by subtracting household income from the sum of the household’s allowances and recognised housing expenses. Indicative amounts of the humanitarian subsidy 

First five months after being granted temporary protection (150 days): 

  • Adult: CZK 4,860 (subsistence minimum)
  • Child: CZK 3,490
  • Child aged 6–10: CZK 4,188
  • Adult with a disability: CZK 4,860 + CZK 4,400
  • Child with a disability: CZK 3,490 or CZK 4,188 + CZK 6,600 

From the 6th month after being granted temporary protection: 

  • Adult: CZK 3,130 (existential minimum)
  • Adult classified as vulnerable: CZK 4,860 (subsistence minimum)
  • Child: CZK 3,490
  • Child aged 6–10: CZK 4,188
  • Adult with a disability: CZK 4,860 + CZK 4,400
  • Child with a disability: CZK 3,490 or CZK 4,188 + CZK 6,600 

How to apply and what documents are required? 

The first application must be submitted in person at any branch of the Labour Office of the Czech Republic during the same month you were granted temporary protection. All subsequent applications can be submitted online:

To do this, you need to set up an electronic citizen identity (NIA) at a Czech Point or use bank identity services. The allowance must be applied repeatedly every month; it cannot be paid retroactively. 

For the first application, you must provide bank statements for all accounts, proof of identity, confirmation of temporary protection, and any medical reports or other documents proving vulnerability. The Labour Office will then assess your application and decide on the amount within a few weeks. 

The first payment can be made in cash; all subsequent payments are made by bank transfer to a Czech bank account. 

The total balance of all bank accounts must be stated as of the last day of the previous month. Do not include the humanitarian subsidy, financial support from UNICEF, foundations, associations, the Asylum, Migration and Integration Fund, the extraordinary immediate assistance, or scholarships for foreign students with temporary protection in the total account balance. 

Conditions for housing expenses 

Housing requirements are included in the calculation of the allowance. To have these costs considered, the applicant must be employed, registered as a job seeker with the Labour Office, or belong to a vulnerable group. 

Recognised housing expenses: 

  • Vulnerable persons: CZK 6,000 per month
  • Other foreigners with temporary protection: CZK 4,000 per month 

If you are submitting an application on behalf of multiple people, for example, for a family,  please note that the maximum number is set at five persons, and housing costs for vulnerable individuals are prioritised. 

New rules for persons with disabilities 

From 1 July 2025, a new system for assessing health conditions applies. A person who, due to a long-term adverse health condition, requires assistance from another person may have their allowance increased only if they request an assessment of their level of self-sufficiency through the Institute for Health Assessment: https://eportal.cssz.cz/web/portal/-/tiskopisy/zpzs66-2025   

Important deadlines: 

Persons currently receiving an increased allowance due to disability should submit a new application for assessment between 1 July 2025 and 1 October 2025 (transition period) to ensure continuity of the increased allowance until the new assessment is completed.
